Reports are that the catalina IS printing, but it's not consistent. I got a $3 OYNO beef/chicken at the Cave Spring area Kroger and another fellow couponer was at the Salem Kroger and got the $3 OYNO during one transaction, but not for another immediately after.

They'll need the receipt information such as store name/location, date and time on receipt, items purchased, and expected catalina you should have received, as well as the numbers on the receipt next to the date/time.
They'll mail you a catalina if they find you were due one.
